Bilateral Development Talks Held Between India and Bhutan in New Delhi
The Ministry of External Affairs (MEA) announced in a statement that India and Bhutan held Development Cooperation Talks in New Delhi on Monday.
The talks centered on evaluating the full range of the development partnership between India and Bhutan. Both nations reiterated their dedication to enhancing collaboration in vital areas.
Tanmaya Lal, Secretary (West) in the Ministry of External Affairs, led the Indian delegation, while Foreign Secretary Aum Pema Choden headed the Bhutanese team.
The discussions centered on assessing the comprehensive scope of the India-Bhutan development partnership, with both countries reaffirming their commitment to deepening cooperation across priority sectors. India has committed ₹10,000 crore in support of Bhutan’s 13th Five Year Plan (2024–2029), which includes Project Tied Assistance (PTA), High Impact Community Development Projects (HICDP), the Economic Stimulus Programme (ESP), and budgetary aid through Programme Grants.
The two sides reviewed ongoing initiatives, including 61 PTA projects valued at ₹4,958 crore and 283 HICDPs totaling ₹417 crore, which are at different stages of implementation. They also discussed adjustments to PTA allocations to align with Bhutan’s changing development priorities. Additionally, India has disbursed ₹750 crore towards the Economic Stimulus Programme and ₹100 crore as part of the Programme Grant.
Bhutan submitted the second set of PTA proposals under the 13th Five Year Plan, with 10 new projects worth ₹1,113 crore receiving joint approval. These projects cover key sectors including healthcare, connectivity, urban infrastructure, and livestock development.
India reaffirmed its commitment to closely collaborating with the Bhutanese government, in accordance with the shared vision of the King of Bhutan and the Prime Minister of India.
