Historic Diplomatic Push: India and Cyprus Launch Joint Action Plan for 2025–2029
Cyprus Foreign Minister Constantinos Kombos paid a visit to India for three days from October 29-31 st , 2025 to renew India-Cyprus Joint India Plan 2025-2029 which was agreed upon by PM Narendra Modi during his visit to Cyprus in June 2025. The Joint Action Plan between the two nations is a framework designed around policy coordination, expansion of commercial opportunities, defence collaboration, improving connectivity as well as expanding engagement across various emerging sectors. During the visit, Constantinos Kombos met India’s External Affairs Minister Dr. S. Jaishankar to discuss bilateral relations, regional and global issues.
The Cyprus-India meeting entails a series of diplomatic missions to strengthen democratic cooperation and parliamentary diplomacy marking first-of-its kind visit in three decades. Earlier during the year, Cyprus had conferred Prime Minister Modi with its highest civilian award-Grand Cross of the Order of Makarios III showing an emblem of goodwill amidst the two nations.
Cyprus-India Joint Action Plan 2025-2029
A five year plan, the Cyprus-India Joint Action Plan is structured framework to foster bilateral involvements of both the nations. The Action Plan mandates top-level political consultation and regular follow-ups between two nations through existing bilateral mechanism. Cyprus, India’s natural ally, has a longstanding partnership of over six decades and has noticeably expanded in the areas such as trade, multilateral engagement, and investment. Both the countries have emphasized on a deeper economic association as a central pillar of their bilateral agenda. The five-year Joint Action plan prioritises defence, security and crisis cooperation, trade, innovation and investment cooperation.
Defence, security and crisis cooperation The Defence and security cooperation is the fundamental pillar of India-Cyprus Joint Action Plan. In order to manage security concerns both the nations have vowed to deepen their collaboration in operational, technological and strategic spheres. The Action Plan prioritises exploration of defence manufacturing technology partnership and industry linkages to support strategic autonomy in both the countries. The plan also incorporates cooperation on cyber resilience, digital infrastructure security, joint maritime training as well as crisis response including SAR cooperation.
Middle East Economic Corridor
Realizing the Indo-Cyprus complementary geostrategic responsibilities India-Cyprus decide to work together to support the India-Middle East Europe Economic Corridor (IMEC) as a framework for sustained connectivity. Given Cyprus’s Status as a getaway to Europe, both nations are eager for more Indian shipping firms to operate in Cyprus and to stray cooperative marine projects.
Economic and Commercial Relations
Over past several years India Cyprus economic relations have been recorded to grow steadily through expansion of trade flows, business-to-business partnership and investment links. While there is no high annual trade volumes recorded so far but growing economic relations is being seen diversified amidst commodities and sectors. In the last few years, India’s import from Cyprus has increased in the year 2021-1022 and FY 2022-23 showcasing growth in metals and machinery sector. Overall bilateral trade averaged around US$160-200 million annually, with FY 2024-25 recording US$138.74 million.
Economic and Commercial Relations
As per the data from the Department for Promotion of Industry and Internal Trade (DPTIIT) Cyprus is the 9 th largest source of FDI equity inflow into India with an investment of US$15.76 billion between January 2000 and June 2025.
India-Cyprus Business and Trade Facilitation
Various institutional mechanisms strengthen the expanding economic engagement between India and Cyprus. The
platforms are designed to promote investment and build a strong industry level cooperation. The Joint Economic
Committee, Cyprus-India Business Association (CIBA), Invest India-Invest Cyprus MoU (2021) and India-Greece-Cyprus
Business and Investment Council (2025) are namely few institutions to facilitate business outreach and sector specific engagements.
India and Cyprus have entered into multi-dimensional relationship in 2025. With a strong focus on economic
connectivity, investment development, and strategic alignment, the partnership is well-positioned to progress in the coming years. Thanks to increased momentum in trade, defense cooperation, technology collaboration, and institutional discussion.
