India, Brazil Reaffirm Bilateral Ties with Long-Term Strategic Framework

Prime Minister Narendra Modi undertook a State Visit to Brazil on Tuesday at the invitation of President Luiz Inácio Lula da Silva, with both leaders committing to strengthen cooperation across multiple strategic sectors.

In a joint statement, India and Brazil reaffirmed their dedication to strengthening the India-Brazil Strategic Partnership, emphasizing a shared vision based on common values and focused on promoting peace, prosperity, and sustainable development.

Defence and Security

PM Modi and President Lula welcomed the expanding military cooperation between India and Brazil, including joint exercises and high-level visits. They highlighted the recent Agreement on the Exchange and Mutual Protection of Classified Information and established a Bilateral Cybersecurity Dialogue to enhance collaboration on cyber threats. Both leaders condemned the Pahalgam terror attack and expressed Brazil’s solidarity with India. They denounced all forms of terrorism and committed to intensifying efforts against UN-designated terrorist groups such as Lashkar-e-Tayyiba and Jaish-e-Mohammad, including coordinated actions at the UN and FATF. An agreement to combat international terrorism and organized crime was signed, and both pledged support for the UN Convention on Cybercrime during its signing ceremony in Hanoi next year.

Regarding Middle East peace, both leaders called for a return to diplomatic efforts, supporting a two-state solution, safe humanitarian access in Gaza, and backing UNRWA’s mandate. They also advocated for renewed dialogue to resolve the conflict in Ukraine.

Food and Nutritional Security

As major agricultural producers, India and Brazil committed to promoting sustainable farming practices, fair trade, and public stockholding to ensure food security. They reaffirmed their shared goal of eliminating hunger by 2030 and pledged support for the Global Alliance Against Hunger and Poverty. Collaborative efforts between national research and development agencies will focus on joint research in crop productivity, animal genetics, and biotechnology.

Energy Transition and Climate Action

The leaders highlighted robust cooperation on bioenergy and biofuels, reaffirming their dedication to the Global Biofuels Alliance and the development of sustainable aviation fuel. PM Modi welcomed Brazil’s ‘Tropical Forests Forever Fund,’ while India pledged its support for Brazil’s upcoming presidency of COP30 in Belém next year.

Both nations committed to enhancing cooperation on climate finance, sustainable development, and building a stronger, more equitable international financial system, while calling on developed countries to fulfill their Official Development Assistance pledges.

Digital Cooperation and Emerging Technologies

Recognizing the transformative power of digital public infrastructure, artificial intelligence, and quantum technologies, India and Brazil signed an MoU to strengthen their collaboration. Both countries committed to joint efforts on global digital governance and enhancing direct connections between their innovation ecosystems.

Industrial Partnerships

Both leaders acknowledged increasing bilateral investment flows and agreed to simplify visa procedures to promote business and tourism. They encouraged closer cooperation in pharmaceuticals—highlighting Indian API companies operating in Brazil—aviation, defense equipment, mining, and oil and gas sectors, including carbon capture technologies. A ministerial Commerce and Trade Review Mechanism will oversee the implementation of the 2020 Bilateral Investment Cooperation and Facilitation Treaty, as well as the 2022 Double Taxation Protocol.
