India–Russia Dialogue Focuses on Expanding Strategic Defence Ties

In a significant reaffirmation of their long-standing strategic relationship, India and Russia have discussed fresh measures to further intensify their defence cooperation, under the framework of the India-Russia Special and Privileged Strategic Partnership.

The discussions took place during a high-level meeting held on Wednesday, August 6, between Russia’s Deputy Defence Minister, Colonel General Aleksandr Fomin, and Vinay Kumar, India’s Ambassador to Russia, in Moscow.

The meeting focused on a comprehensive review of bilateral defence ties, covering areas such as military-technical cooperation, joint production, technology transfer, regional security, and strategic coordination. Both sides reaffirmed their mutual commitment to deepening collaboration across traditional and emerging domains in the defence and security sectors.

A Relationship Rooted in Trust

India and Russia have maintained a time-tested defence relationship for over five decades, with Moscow being one of New Delhi’s largest and most reliable suppliers of military hardware. The partnership has matured into a multi-dimensional strategic engagement, which includes not just arms sales, but also joint development of defence platforms, military training, and counterterrorism cooperation.

Colonel General Aleksandr Fomin described the meeting as “productive and forward-looking,” emphasizing the “deep level of trust and strategic alignment” between the two countries.

“The India–Russia relationship stands on a strong foundation of mutual respect and shared interests. We are committed to building upon this legacy by enhancing cooperation in both traditional and cutting-edge defence technologies,” Fomin said.

Key Areas of Focus

During the talks, both delegations exchanged views on several core issues and opportunities for deeper integration in the following areas:

  • Military-Technical Cooperation (MTC)
    The two sides reviewed ongoing and upcoming joint projects under the India-Russia Intergovernmental Commission on Military and Military-Technical Cooperation (IRIGC-MTC). Key platforms include the Su-30MKI fighter aircraft, T-90 tanks, and S-400 air defence systems.
  • Co-production and Technology Transfer
    India emphasized its desire to expand joint production of defence equipment under the ‘Make in India’ and ‘Atmanirbhar Bharat’ (self-reliant India) initiatives. Proposals to enhance the local manufacturing of spares, components, and weapons systems were discussed, with both sides agreeing to reduce dependency on third-country suppliers.
  • Joint Ventures in Advanced Defence Technologies
    Talks included exploring collaboration in next-generation defence technologies such as hypersonic systems, unmanned aerial vehicles (UAVs), cyber-defence, and space-based military assets. Russia expressed willingness to deepen cooperation in these high-tech areas, potentially through joint R&D programs.
  • Naval Cooperation and Indo-Pacific Security
    Both sides acknowledged the need to boost naval cooperation in the Indian Ocean Region (IOR). India expressed interest in acquiring more Russian-origin submarines and also enhancing joint exercises like INDRA, which remains a key bilateral military exercise.
  • Strategic Dialogue and Regional Stability
    The leaders also discussed the broader strategic environment, including developments in Central Asia, Afghanistan, and the Indo-Pacific. India appreciated Russia’s continued support for multipolarity and non-alignment, reaffirming that defence cooperation must be resilient and future-proof against global uncertainties.

India’s Strategic Calculus

India has been balancing its strategic autonomy with growing defence ties with multiple partners, including the United States and France. Despite evolving dynamics, Russia remains a vital partner in India’s defence ecosystem, especially for legacy systems and high-end platforms. Ambassador Vinay Kumar reiterated India’s unwavering commitment to its partnership with Russia:

“India places great value on its Special and Privileged Strategic Partnership with Russia. Defence cooperation remains a cornerstone of our relationship, and we are determined to take this partnership to new heights,” Kumar said.

 

A Renewed Push Amid Global Shifts

This meeting comes at a time when the global geopolitical order is witnessing considerable flux. The ongoing conflict in Ukraine, renewed strategic competition among great powers, and realignments in the Indo-Pacific have all underscored the need for India and Russia to maintain open channels of communication and coordination.

Moreover, with Western sanctions affecting Russia’s defence supply chains, both countries are looking at innovative mechanisms for financial transactions, local manufacturing, and supply diversification to ensure the continuity of cooperation.

Analysts note that the long-term success of this relationship will depend on mutual adaptability—with Russia offering flexible, tech-sharing models and India pursuing defence modernization without compromising its strategic autonomy.

Looking Ahead

The latest dialogue between Colonel General Fomin and Ambassador Kumar signals renewed momentum in India–Russia defence ties. With multiple high-level meetings expected in the coming months—including possible working group sessions under the IRIGC-MTC—both nations appear committed to ensuring that their defence relationship evolves in step with contemporary strategic realities.

As the world enters an era of complex security challenges, India and Russia’s enduring defence partnership may prove to be both a stabilizing force and a strategic necessity in the broader Eurasian and Indo-Pacific landscapes.
