Putin Appoints New Russian Ambassador to Egypt and the Arab League

Russian President Vladimir Putin issued two decrees appointing Artur Lyukmanov as Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Arab Republic of Egypt and Permanent Representative of Russia to the League of Arab States in Cairo. Decrees No. 584 and 585 were issued on Saturday, August 15, 2026. Lyukmanov was born in 1977 and graduated in 2000 from the Moscow State Institute of International Relations (MGIMO) of the Russian Ministry of Foreign Affairs. He holds a doctorate in economics. He joined the Russian Ministry of Foreign Affairs in 2000 and has held various diplomatic positions within the ministry's central administration and in other departments. He served as Second Secretary in the Middle East and North Africa Department and later as First Secretary in the Department for New Challenges and Threats at the Russian Ministry of Foreign Affairs. Since February 10, 2023, he has headed the International Information Security Department of the Russian Ministry of Foreign Affairs, and since July of the same year, he has served as the Russian President's Special Representative for International Cooperation in Information Security. Lukmanov speaks English, Arabic, and Turkish. He is married and has three children.
