India–Vietnam Relations Enter New Phase with Enhanced Strategic Partnership and $25 Billion Trade Target

India and Vietnam have ushered in a new era of bilateral cooperation, agreeing to significantly deepen their engagement and elevate ties to an “Enhanced Comprehensive Strategic Partnership.” This landmark decision follows wide-ranging discussions between Prime Minister Narendra Modi and President of Vietnam Tô Lâm at Hyderabad House in New Delhi.

A New Strategic Milestone

The upgrade in relations marks a pivotal moment in the evolution of India–Vietnam ties, reflecting growing mutual trust and a shared vision for regional stability and economic growth. Building on their existing Comprehensive Strategic Partnership, both countries have now committed to expanding cooperation across a broader and more ambitious framework.

Ambitious Trade Target: $25 Billion by 2030

A key highlight of the talks was the announcement of a $25 billion bilateral trade target by 2030, signaling strong intent from both sides to accelerate economic engagement. Vietnam is already one of India’s most important trading partners in Southeast Asia, and the new target aims to unlock further opportunities in manufacturing, trade facilitation, and investment.

Leaders emphasized the need to strengthen business-to-business collaboration, market access, and priority sector investments in areas such as infrastructure, renewable energy, and digital technology.

Expanding Strategic and Security Cooperation

Defence and security cooperation remain central to the partnership. Both sides reaffirmed their commitment to strengthening collaboration in maritime security, capacity building, and defence engagement, reflecting shared interests in maintaining stability in the Indo-Pacific region.

The discussions also highlighted the importance of a rules-based international order, freedom of navigation, and respect for international law.

Focus on Technology and Innovation

India and Vietnam placed strong emphasis on emerging technologies, including digital transformation, artificial intelligence, and innovation ecosystems. Both countries expressed interest in working together to build resilient and future-ready economies, supported by robust digital infrastructure and technological collaboration.

Supply Chains and Economic Resilience

Recognizing global economic challenges, the two nations agreed to enhance cooperation in building resilient and diversified supply chains, reducing overdependence on single markets and strengthening regional production networks.

Charting the Path Forward

The elevation of India–Vietnam ties to an Enhanced Comprehensive Strategic Partnership reflects both the maturity of the relationship and its future potential. As both countries navigate a complex global environment, their partnership is increasingly seen as a stabilizing force in the Indo-Pacific.

The Modi–Tô Lâm talks have set a clear roadmap for deeper engagement, anchored in economic growth, strategic cooperation, and shared values, positioning India and Vietnam as key partners in shaping regional and global dynamics in the years ahead.
